The History of Cannabis Prohibition and the Path to Legalization

For most of human history cannabis was cultivated for fibre, food, medicine and ritual. The global prohibition regime of the 20th century was a deliberate policy construction, not an inevitable scientific conclusion. That construction is now being dismantled in many jurisdictions.

Early acceptance and industrial use

Hemp was a strategic crop for rope, canvas and paper. Medicinal cannabis appeared in pharmacopoeias. Cultural and religious uses were widespread across Asia, Africa and the Middle East.

From the 1990s onward, medical cannabis programmes, decriminalisation experiments, and eventually adult-use legalisation in multiple countries and U.S. states demonstrated that regulated markets were workable. Public opinion shifted as the gap between law and lived experience widened.

Where reform stands

Legal frameworks now range from strict medical-only systems to commercial adult-use markets with taxation and licensing. International treaty tensions remain, yet the direction of travel in many regions is toward regulation rather than blanket prohibition.
